Characters that had a too low bounty? And are bounties about the benefit of removing a pirate due to future threat or can they be just about the past?

I've mentioned Franky before. He was decently strong (so you'd probably want more money for the task) and had the Pluton link. Now he should have a really high one, being as strong as he is and having gone against the Gorosei.

Obviously Chopper.

Iceberg. This guy should basically be dead, no? He knows how to build Pluton and is weak, and Galley-La aren't that strong either (could be they've gotten a lot stronger since meeting CP9, but I can't imagine how that's possible. Who would train them?). Put a 100,000,000 bounty on him and someone will get it.

At this point all the Strawhats should have big bounties. Zoro or Sanji would be ridiculously difficult to capture or kill - you'd need to individually be on par with an admiral or have an entire crew on par with Doflamingo's - and Zoro has fought the Gorosei and they've both helped Vegapunk.


And are bounties set just to encourage the capture of pirates because the pirates can cause future problems? Or would they still give a big bounty to a pirate who did something crazy, but then got weak suddenly and couldn't do anything more?

Crocodile and Hancock both come to mind. We're forced to believe they became Warlords early on in their careers due to how low their bounties were.

And yeah they are encouraging the capture of these pirates. Blackbeard became a Warlord after handing in Ace to the government. Initially he thought handing in Luffy would have been enough and his bounty was 100,000,000 at the time.

I don't think Luffy's bounty had anything to do with it. More like "I took down the guy who took down your Warlord."

It was the bounty because at the time I don't think they knew how he got the bounty. They just saw the wanted poster I think, rather than any news story.

If bounties are there to encourage capturing them, Zoro should be like 1 billion. I'm not trying to capture him for a measly 700 million or whatever. Even less likely to try if he's rolling with his crew.
And if it factors in wanting to punish them for past crimes (not just reduce future threat) then he and the SHs should all be higher for all they've done. Even Usopp should be big.

Also imagine if someone had Usopp's eternal pose and was like "oh this guy has a small bounty, I'll easily go get it" and then doesn't realise he's rolling with Luffy, Zoro, Sanji and Jinbei.

Has there ever been a pirate turn up to capture a Strawhat without knowing they're a Strawhat?

Did Blackbeard even know who he was? He didn't care about Luffy when they met initially, it was only after he saw the 100 million poster that he decided to go after him.
