Kuririn was helpful against 2nd form Freeza too. If you take this logic to its natural conclusion, the gap between Piccolo and Initial Final form Freeza has to be bigger than the gap between Kuririn and 2nd form Freeza (at least his power up vs. Gohan, not necessarily his full power).
The Genki Dama wins. I believe Freeza powered up to 70% for both the Kaioken x20 Kamehameha and the Genki Dama, so a ki attack at 50% power likely isn't gonna cut it.

While it's true that Goku has spared dangerous opponents in the original manga, DBS still lacks nuance in the way they handle it imo. Vegeta was the first person to truly demonstrate just how far Goku still had to go in terms of fighting.
