While I wish Oda gave them better overall portrayal outside of just hearsay, it makes more sense if you scale them relative to other armies. If the average Elbaf warrior is at least as strong as Arlong for example, that is a very high bar as far as common foot soldiers go in the OP world.

Nobody besides Jinbei here has Haki (Hody iirc didn’t?). I feel like as long as Enel keeps his distance he might win, but I’m not sure. If Jinbei gets a clean hit it’s game over.

Now that I think about it she might be an exception among the GKs. She was the only one seen using the Abyss. Imu used some kind of arrow attack against Cobra too. Definitely something special about her cause she's not related to any existing royal family.
