Alright, made an update, didn't have to change very much, all things considered. I just bumped the Super Kamehamhea at the start of the Saiyan arc to around 1,200 since Raditz said it was "924 and rising", which in turn allowed me to up Goku and Piccolo at the start of the Saiyan arc.

Well, that's certainly damning. I'll have to go back to the drawing board on the 23rd Budokai levels at the very least.
