Perfect Cell (Kamehameha against Goku) vs Goku MSSJ (Kamehameha against Cell)?

I saw the fight between Goku vs Cell and it seems that Cell did not throw a Kamehameha at 100%.
Maybe in terms of multiplier:
SPC (Kamehameha) = Goku SSJ (Kamehameha) = Perfect Cell (Kamehameha) > Goku Arc Saiyan (Kamehameha) = Perfect Cell Against Goku (Small Kamehameha) = Imperfect Cell (Kamehameha).

MSSJ Goku: 90
~ Kamehameha: 150
Cell: 100
~ Kamehameha: 165
However, Cell’s Kamehameha may not have been at full power, as you suggested.
I think it is the same.

Yeah, Perfect Cell and SPC are still the same form. One is just stronger than the other.

Ok yeah let’s start a thread. I got a major problem with my Saiyan Saga Kamehameha, it should be 1.5x but that throws off my entire Ki amp progressive logic. @GreatSaiyaman123
