It's safe to say that they're named after the Potala Palace in Tibet. This article by Derek Padula covers it mostly well:
But he leaves out the fact that Potala Palace's name comes from Mount Potalaka, a fabled mountain said to exist in India. "Potaraka" is just another way of referring to "Potalaka".
