Nah, I think 18 is still suppressed in their timeline. No reason to think Gero's prerogative changed when 18 was an experimental model with reduced power before he went back to his energy absorption design as it was the most he could control

Gero was said by AT to have been in a good mood after completing #19 which led to him creating Cell. Since Cell exists in the future timeline, it may be that #19 also existed but was destroyed by the twins along with #20 (Gero) and probably Future #16.

I'm leaning towards 17 still being stronger, but it does make it harder to believe that Trunks could fight them both "fairly well".
