Vegeta is a good answer, but I'd say Cell Jr. Supposedly they were as powerful as the real thing and did not put up anything against SSJ 2 Gohan.

Yeah, that's false. They were nowhere close to Cell's full power.

Yeah the Cell Jr.s being as strong as their father was a dub line. It gets circulated a lot along with stuff like "SSJ takes a lot of energy to transform that's why we maintained it." It was the dub that said SSJ takes energy to transform into, the purpose was to lessen the drain of the form itself and the restless feeling that being in the form creates.
