I don't know, but I put real-life human limits at 7.5

Tyson is over 6, but under Hercule. Hercule was reacting to bullets and didn't he do some crazy spinning kick? Plus he broke like 15 tiles.
Shaq is like 5.5. Lesnar is above Tyson, but under Hercule. Lesnar, Shaq and Tyson aren't doing Hercule's feats.

Honestly it falls down for me. I mean, Greg Hardy (former NFL player) is a more impressive physical athlete than the guys who beat him in MMA. Idk how to account for that in the PL system, when PLs stopped being about skill and started being about power. I guess stamina doesn't factor into PL, since then the androids would have a way higher PL.

Foreman idk anything about the guy except for his grill company and being HW champion.

PL should be about who can deliver the strongest punch. Whoever has the most power.

Tyson hits harder than damn near anyone. He has one of the highest power levels.
