I don't think any Earthling commented on him being green. That solves why he wears it...the turban, cape and clogs are so distracting nobody notices he's green.

Tambourine should've worn a cape and bucket hat. Then the announcer would just say it was a guy in a cape and hat (not a monster), Tambo takes them off and Goku never finds him.

He didn't say Piccolo in the original and it'd be out of character to use it when the name of Piccolo creates a panic. Vizism!!
