I don't think any Earthling commented on him being green. That solves why he wears it...the turban, cape and clogs are so distracting nobody notices he's green.

Tambourine should've worn a cape and bucket hat. Then the announcer would just say it was a guy in a cape and hat (not a monster), Tambo takes them off and Goku never finds him.
