SSJR is definitely nerfed, but SSJ is definitely less.

Even then, SSJ2 Vegeta dominating a guy stronger than SSJ3 Goku already implies some gains. Also both animr and manga have feats that could suggest U7 Base Saiyans > U6 SSJs in the ToP.

You are actually right. Base Goku and Freeza were equally beat up after their fight in the manga before the ToP and Base Freeza > Frost and the latter was closer to SSJ tier then Base during the U6 arc.
