How strong is he?

He took on Goku knowing that he defeated Tao Pai Pai.

He wanted no smoke with Tao Pai Pai.

He witnessed Tao easily kill Blue.

I feel like he shouldn’t be Android 8 level but I also think he’s stronger than Roshi by a solid margin.

Post Muscle Tower Goku is probably good imo

And how strong is his Battle Jacket? About equal with Goku but a lot slower?

I don't think Base Black is Post Muscle Tower Goku level, at most I'd say he is stronger than Blue.

Battle Jacket Black is definitely weaker than Goku seeing as Goku was able to destroy him, especially since Black couldn't do significant damage to Goku even with his lasers and missles.

Battle Jackets don’t have ki defense. Being able to blow a whole through Battle Jacket doesn’t necessarily mean its power input isn’t on par with Goku’s.

1. Like 1.05-1.1x. A little stronger, not by a considerable amount. Black was amazed by how easily Tao killed Blue so he isn't doing anything crazy to him.

2. Ki control was still relatively unique at that point in DB. Goku used ki for techniques like the Kamehameha but he couldn't surpress his ki or amplify like he could do later on. If anything, the battle jacket would have better durability being a robot which Metallic showed can be quite hard to kill at rivaling power levels without a ki attack like the KHH.

3. No. The Battle Jacket just got some off guard hits on Goku but he couldn't kill with it'd missles and lasers which definitely scale above it's regular hits.

Sure, Black is amazed that Tao was able to kill Blue with his tongue and didn't want to fight Tao, but that doesn't provide evidence that Black can't also one shot Blue.

Goku wasn't off guard, he was hit harder by Battle Jacket than damn near anything else in the series up until this point. And the Battle Jacket was fast enough to catch him after firing his own laser beam.

These feats are not possible unless Battle Jacket Black is on par with Goku's power and speed. Now, if you are making the claim Goku was suppressed, you may have a real case.

But Battle Jacket Black possessed certain speed and power feats to put it on par with the Goku he initially fights for sure.

Equal to or slightly ahead of Blue. I think he was delusional. He recognized how skilled Tao Pai Pai was and still tried to fight Goku...
