The Red Ribbon Army had plans to take over the world, the world’s military is probably a solid amount stronger, but I’m sure the 22nd Budokai top powers could likely seize the world. If not we are getting real close to it anyway.
People have no idea just how strong 23rd Budokai Piccolo is.

Idk about 10% Piccolo > Kami. Kami did block attacks from a moderately Fatigued Piccolo.

Again, Piccolo shouldn’t have held back because the attack was meant to kill Goku.

Piccolo pulled back at the last second because if he would have followed through, it would have killed Kami, therefore killing himself.
Piccolo is just as damaged as Vegeta was who was around 10% of his power as well. There's no evidence to suggest Piccolo and Goku are in much better shape than the severely damaged Vegeta we saw in the Saiyan Saga.
10% of Piccolo's power >> Kami is just good, solid logic.

Both were shown struggling after that stoppage albeit it Kami was struggling more.

These two along with Piccolo look to be in far better condition than SSJ2 Gohan was.

I’d say Gohans condition when he shot the KKH against Cell is pretty comparable as he’s visibly shown struggling to stand up and maintain a hunched over posture.
Unlike Vegeta in your screenshot, he’s losing a lot of blood as well.
Someone <10% can’t out speed and stop a death blow
from Majunior I’m sorry but the logic doesn’t add up lol.
Not to mention Majunior is shown surprised when the blow is caught on panel, suggesting whatever level Goku/Majunior are fighting at isn’t exactly worlds above Kami.
You have to ask yourself, could Final Zenkai Vegeta replicate the same feat against True Form Freeza after he ups his speed game? Let’s say Vegeta saves Gohan again.
And would Freeza show visual signs of a struggle and shock too had Vegeta caught his death blow strike?

Gohan is capable of comfortably standing up in the picture above.
Sure, it doesn't, but it is what it is. Kami can't even see Piccolo's next blow, even with a God's eyes. What's the big difference if it's 50% or 15%? It's still a ridiculous difference in power is it not?
Yeah, Vegeta can't even see Freeza, there's no way he can block him.

Then explain how the gap you have between Freeza/Vegeta is far far less than Kami/Majunior.
This really isn’t that hard, the gaps between these 2 are likely within the same realm give or take.
Another good comparison albeit not as much as the Freeza/Vegeta one, can be made from 22nd Goku/Tien vs Roshi.
On panel feats should override any statements.
