I've been discussing this topic a lot for the last few months. Typically we assume that Yamcha and Krillin are quite close in power at the Budokai, but this doesn't appear to be the case.
1. Jackie Chun after doing a major power-up is tremendously superior to Yamcha. So much so that he can wind chop him out of bounds. This is an absurd feat. This is not a mere one shot gap here. Remember, King Piccolo tried to wind chop Goku as well and failed and we know that gap was suggested to be quite larger. Wind Chop is probably somewhere around 2x Yamcha.
2. Krillin is about even with Wind Chop Jackie.
3. Jackie Chun does another massive power-up and moves so fast that Krillin cannot see him. He sends Krillin flying across the ring and smashes him into the wall, causing some decent damage. Jackie talks about he held back his punch, but the speed that was exhibited must be around 1.5x Krillin, we just don't see feats like this performed at smaller gaps, but you are welcome to prove me wrong on that.
4. Krillin matches the speed of this powered up Jackie Chun.
So here is the power chain...
Jackie Chun Power Up 2 ~ FP Krillin >>> Jackie Chun (Power Up 1) >= Initial Krillin >>> Yamcha
To put simple numbers to it.
Yamcha 40
Initial Krillin 75
Wind Chop Jackie 80
FP Krillin 112.5
Jackie Chun 112.5
So Krillin ends up being nearly 3x stronger than Yamcha.
