So how much effort was Blue putting out when he was fighting Krillin?
Blue appears to be putting out less effort than Jackie is using against Krillin. And Jackie ends up doing less damage.
Is it a huge deal? No. Of course not. But if I am aware of it, I might as well have an answer to the question if it was ever posed to me which gap was bigger.
Clearly Blue's gap must be bigger considering he is using less effort and doing more damage. But are in the "can't see" range, but one is a bit higher than the other.
I'm not entirely sure how to go about it.
If we intend on keeping Blue at 1.5x Krillin, then that would mean we'd have to reduce Jackie's advantage a bit.
Let me see how that would work.
If Krillin is 66% of Blue, perhaps Krillin should be 70% of Jackie.

That would bring Krillin down a bit of his top power at the Budokai. Which is fine...

Krillin is 80% of the power in Jackie's punch, which could make sense when compared with Pirate Robot when we calculate for damage. The movement wouldn't be on par at all, but the damage might be similar... I'll have to look into that more...
Jackie's power is 87.5% of his speed. Which seems reasonable considering the effort he's put in.
Ok, now on to Blue. Blue's power is only 83% of his speed, which is a reduction to what Jackie is doing. Perhaps more spacing is needed, 80% would probably be really ideal.
And Krillin is 80% of Blue's power. Which is the same as the gap between him and Jackie's power, which means it's wrong. Hmm, I think if we move Jackie's power down a bit more, but that's tough because bro really did get sent flying.... Hmmm
Blue does same massive damage to Krillin, that's gotta be 75% I'd say.
The issue is to make Blue use very little effort to do a punch that's 1.33x Krillin won't be possible imo if Blue is only 1.5x. We have to up him a bit I think...

Let's try Jackie now. Now that we've upped Blue's advantage, we can bring Jackie's advantage back to 1.5x and see how that works first.

Krillin is 80% of Jackie's power, which is good. This is still a huge gap as indicated, but it's clearly a tighter gap than what Blue had on Krillin. Krillin was only 75% of Blue's power. Ok, so we've established a difference of power which is 100% indicated on Krillin's end due to the damage received.
Jackie's Power is 87.5% of his speed. Which is probably perfect. Jackie makes it clear his punch was not all that power, so it has to be a reduction from his 100% power, but it also must be close enough because it's using more effort than Blue.
Hmm, I think this is definitely some good work. I can see some slight tweaking needing to be done, but this is a huge leap forward here.

Blue is using 80% of his power and Jackie is using 87.5% of his power. Which solves the second problem of Jackie using more effort than Blue. The other problem being Krillin takes more damage from Blue than Jackie.
