Was Cui actually 18,000?

Cui first reads Vegeta's power and is unimpressed.

Vegeta is obviously suppressed here, but by how much? Vegeta then begins to power up and Cui is immediately freaking out.

All of this happens well before Vegeta registers 19,000 on the scouter...

Point being, isn't it strange that Cui is already freaking out about being surpassed when 1) Vegeta was suppressed before starting to power up, and 2) he was still well below 19,000. For Cui to be reacting that way you'd think he was closer to 17,000 at best...

Yeah but in those panels he says that Vegeta's pl is supposed to be the same as his. Cui is a bully, he is freaked out by Vegeta's pl being over 18k at all.

Cui didn't know Vegeta was surpressed but he probably thought Vegeta still hadn't fully recovered from his fight on Earth.

Vegeta would've stomped Kui pre-Earth in all honesty. I always thought the 18000 number was goofy.

Now is it possible that Kui last took measure of Vegeta's power like 5 years ago at 15,000 - 17,000? Why not? Sometimes you run into a person you haven't saw for 10-15 years and they assume nothing at all has changed. Hell, we all make the same mistake.

I didn't miss it? I laid it out in the post. Vegeta is suppressed before he starts powering up, and Cui is acting like he was surpassed the instant he started powering up.

This isn't true. Freeza thinks that Cui could defeat Vegeta, if not, he would have greatly damaged Vegeta.

Maybe he struggles to raise his level. I mean an increase of a few hundred could be a big deal to him, if it takes him ages to achieve it. Maybe Vegeta hadn't been training very well for like a whole year, so he was on Cui's level and they both never got much increase. Even a 100PL increase was difficult to achieve. Vegeta only fought weak aliens, so never had the stimulus for a zenkai or any other battle-derived increase. Then Vegeta tapped into his zenkai for the first time in a long while, thanks to Goku.
