Ngl it's hard to imagine even a third devil fruit putting him on the pedestal worthy of an endgame opponent. He needs genuine Haki feats which is severely lacking.

Aokiji's fruit would make him lethal. Freeze and earthquake you. No conqueror's then you die. Make it rain ice. Aokiji dies helping Garp and Koby.
He's already top. He doesn't need feats until the big fights. Rayleigh believing he's outmatched is enough to put him above Kizaru. Unless Kizaru is just someone Rayleigh thinks he can reason with to avoid a full fight.

The existence of Loki's fruit might allow for other fruits of the same magnitude to exist. Maybe he gets a mythical zoan fruit that makes him more of a threat.
While I agree that Oda hasn't done much to show what Blackbeard can do, he still has one of the most overpowered fruits in the manga that is a direct counter to any fruit user. He should be able to nullify Gear 5 with it...

I’m just dissapointed by his Haki. The only remedy would be if a fruit can amplify one’s existing Haki significantly
