I follow the route of inferior multipliers for SSJ in fusions. Base Gotenks > SSJ Kid Trunks/Goten > CG SSJ Goku.

I can make gaps from Android 17 vs Kamiccolo to CG SSJ Goku less than 50x based on feats. I also highly doubt 18 = Base Gogeta could be the case, but Gogeta scales much higher than her, considering Super Saiyan Gotenks is stronger than Super Saiyan Goku and based on Piccolo's comment Base...
