Goku wasn't stronger than Roshi. That boulder feat was on outlier. Goku and Chun traded hits evenly at the 21st so no way was Goku stronger than Roshi at that point.

You only need a 1.5x difference to oneshot since Ginyu thought Goku had a BP of 60k after hearing about him beating Reacom and Burta in one attack. Goku was easily double the Bear Bandit which is more than enough room for the bear to oneshot range of Yamcha.
