Luffy's base form during the fight with Kaido was considerably amped up. He fought large portions of that fight with just haki. His fruit powers are super strong now, but he was already on the cusp without gear 5.

Dragon has caused enough issues with the world Government that they destroyed an entire island. They've effectively laid complete siege to the Celestial Dragons cutting them off from the rest of the world. The revolutionary army has done a lot in One Piece.

Law struggled with Vergo because of the heart shenanigans. He was always going to be exceptionally strong because of how broken his ability was.

The exchange about whether or not Goku was stronger than Vegeta or not implies that she was in fact not going all out at that point. I doubt she goes full power the entire fight. Once she starts fighting seriously she dominates Vegeta.
