I am not sure it's all Toei's fault. Toriyama did have a hand in some of Super's scripting, including some of the anime's. It's a retcon just like how Goku absorbing SSJG I'd.

I think the anime's interpretation is probably what happened.

Gomah turned them into kids after witnessing what they were capable of in the Boo arc. Surely the narrative intent was for them to be weaker because that's the version of them Gomah feared.

No SSJ2 was used to beat Tamagami #3. That just means SSJ2 Minis are stronger than Pre Majin Dabura. Obviously Goku doesn't know how strong the Majin boost made Daburs though so in his mind the Tamagami should be stronger than Majin Dabura but Goku still needed SSJ2 to win.

Goku being at 90% like you have him seems about right to me. Initial Goku should have an advantage over Metallic. Goku would have won without the KHH if Metallic wasn't a robot.

The movie and manga for Super (as well as the anime to a lesser extent) is a complex situation as far as canon is concern since the manga is written by Toyotaro instead of AT. AT just gives Toyo notes. Toyo is the one that actually writes the story out. The movie is probably mostly Toriyama...

Ki amp multipliers are kind of inconsistent. If Goku's KHH was a 2x+ multiplier for example then there is no way 50% Freeza would have been able to block a KKx20 KHH.

Actually I don't understand your example as ki attacks aren't remotely the same as stealth attacks and neck bites. Those are tactics. I think in-universe the scouter does measure intellect and how well you can use your strength in its battle power readings, which is why I don't believe animals...
