Manga wise, I don't think so. Buff Trunks is 1.2x Suppressed Cell, so Cell doesn't have to get more than 1.33x a boost to surpass him again.

If they needed to train to increase the multiplier, obviously the fusion wasn't perfect yet. It's not unreasonable that Goku talked about perfect fusion (SSJ Gotenks post) when he said they could beat Fat Buu.
