16 and Super 13 gap

Piccolo didn't seem to lose any power in the Raditz battle miraculously. Unless his weights just got much lighter of course.

It's a discussion, of course, but I don't see how tanking some punches is better than anything Cell (and 16 by proxy) did. In two hits he had #17 completely helpless on the ground, and we know #17 doesn't weaken from battle like Piccolo. We also know the Gekiretsu Kodan was strong enough to make #17 believe he needed to dodge it, and we saw earlier that he possessed a barrier.

All I'm saying is that we've only seen two occasions where a drastically inferior opponent has been able to effect his superior. Piccolo against Raditz and Vegeta against Cell.

More times than not, ki amplification just doesn't get the job done.

I do not think the Light Grenade is superior to the Light of Death. Or whatever the hell they are called.

I don't know. Don't we see examples of people deflecting, punching back, kicking back ki blasts? What is the relation there? Ki Blasts are a mystery.

Imperfect Cell also didn't quite tank the Gekiretsu Kodan either. It's shown him emerging from the water, so he was thrown into the sea by it. Unless Piccolo's blast increased the volume of water and Cell was caught by a long wave, dunno.

Also, according to Herms' translations Cell seems to have taken a little bit of damage from the Gekiretsu Kodan, even if it was minimal. Piccolo was also probably significantly weaker by the time he fired off the attack, so I have my doubts on how Cell would deal with a Full Power Piccolo Gekiretsu Kodan.

#16 said Cell "hardly took any damage" about that and later said Cell "probably took damage" from his Hell's Flash. Sounds like he's guessing in both instances.

On mangafox 16 says that cell didnt even take damage

Yeah, but Herms has it as "hardly taking damage". I'm gonna trust it, since it's a direct translation, without bias or anything.

It's still a complete guess. There's a better chance of Hell's Flash damaging Cell than Piccolo's attack, yet #16 isn't sure if Cell took any damage from that. Oddly enough, Viz actually has #16 saying Cell was hurt from the Hell's Flash.

Looking at Cell after taking both, I'd say he took no damage from Piccolo's attack and took some from Hell's Flash.

Still though, he ended up under water. Completely gone from where he was before. That's not a tank, but man, Cell walked up to it like a fucking boss!

#16 needs to be stronger. Though I wouldnt care if anyone put Super #13 @ 90% of #16. Probably the weakest I could see Super #13 would be @ 60% of #16. Which in my book would still have him like 3x Kamiccolo and therefor around 5x the SSJs. The Gekiretsu Kodan that Cell [who was = to #16] tanked was probably 3x Kamiccolo at minimum. I personally like him in the 60-70% range of #16.

Why is it a complete guess? #16 has a power radar and stated Cell hardly took any damage.

Well, he seems to be pretty precise at Cell "hardly taking damage from Piccolo's attack". The uncertainty was just for his attack later. I think he knew Cell was still alive due to reading his powers (which probably took a slight dip, or so). You could explain it by others means though.
