18's statement about SSJ Majin Vegeta in the Anime

Some people use this statement to say that SSJ Majin Vegeta in the Anime was the greatest ki she ever felt and say that he was stronger than SSJ2 Gohan:

However, in my guess, I think she is talking about the evilness of the ki that Majin Vegeta have, but that she can't comprehend. What would be the best option to go with?

It’s stated SSJ2 Gohan was suppressed vs Kibito, so I can see SSJ Majin Vegeta > That SSJ2 Gohan.

I can't make any sense of that if that Gohan could already fill half of Buu's meter.

For me, maybe 18 couldn't tell the nature of Vegeta's ki and that statement is in reference of that.

Context: Vegeta and Goku talk about Dabra not being so tough
Kaioshin: “Un-unbelievable. Is this ‘Super Saiyan’ thing really this great?...Come to think of it, it was quite hard to stop Son Gohan from moving after he became a Super Saiyan…And even that might not have been his full power…”

Spopovich and Yamu took all of SSJ2 Gohan’s power since he was drained to the bone. Being suppressed just meant he wasn’t showing everything.

I can see 18 talking about how evil Vegeta feels too, but I’m not sure. For comparison, Kuririn calls Saiyan Saga Vegeta a “demonic Ki”.

I think characters were rewritten since then as Krillin couldn't tell how Buu's ki changed from Fat to Super only Piccolo and maybe Goku could notice.

Even then, nobody seems to be telling that Gohan is showing more power/had gotten stronger while fighting Dabura since then. So, if Gohan could already be giving that much energy he would be contribuiting to Buu's resurrection.

The only statement I have seen is Shin presuming to Kibito how great Gohan was when he was death. Shin doesn't know about hidden potential, though.
