Piccolo was not 100% when he charged that attack, besides.... there is nothing which could state the amp of that attack.

I mean vegeta charged Gyarikku hou like 10 minutes and it is not like it has an amp of 1.15

Goku was worn out against Freeza, yet after he transform into Ssjin for the first time. His power still the same even guidebook power level has the exact power levels.

Vegeta was challenging Goku though. Beside there's a difference here. Piccolo is fodder to Cell and yet he intented to kill him. After Cell tanked it, Piccolo was shocked that Cell is so powerful.

I don't know how big the amp of that attack but it should be big.
