1.3x gap is enough for the individual to manage a victory imo. Freeza said Carbon and Dodoria could beat 24k Vegeta, and the gap was noticeably smaller. Carbon and Dodoria didn't even seem confident in his word, so I'd say that's the borderline for 2 being able to beat a superior 1.

So what do you think would the individual have to be to make it even? Something around 11,500 - 12,000?

IMO. Even if you have them higher, it's still a tighter gap than 1.3x in order to overcome a superior being.

I haven't watched any of Super but in BoTG Goku wasn't a match for Beerus at 70% of his power and in Frieza's Resurrection didn't he say that either or Vegeta could've been killed by one of Beerus' attacks he launched while he was sleep walking? In that time, Whiss said that if Goku and Vegeta teamed up they'd be able to provide Beerus with a challenge.

Anyway I think it would depend of WHO'S fighting in question. 2 skilled fighters at 10K vs. a fighter at 13K MIGHT be able to manage something but otherwise I think the fighter at 13K would take it but with some troubles but not a whole lot.

Any distraction can lead a victory but Freeza's statement seems to imply not a merely distraction, but dominating as well which I disagree. Besides, Vegeta is untouchable compare to those two so it could lead like Burter/JeiceVSGoku.
