I dunno, I don't think Freeza would be too keen on sending his two best employees to death. He clearly has an understanding of battle powers given his reliance on the scouter, so he knows what he is talking about.

#17 stated in the Android Arc that Vegeta, Trunks and Piccolo could take out #18 if they worked together and there was a 1.8-1.9x gap between #18 and them, so i don't see why the 2 people with a power level of 10,000 couldn't pull it off. Especially if they're smarter or more skilled than the 13,000 guy(is it Ginyu Saga Krillin btw?)

Nah it's just 3 randoms. Equal skill and everything else that isn't power level related
