When did I say that? I said 1.1x is too much for Goku vs Jackie and that's Goku vs Cell type of gap. Goku vs Cell type of gap is 1.1x (90%), this is what I mean lol.

Goku being 90% of Cell (vs Goku) looks perfect IMO. That's the same gap as Vic has too.

Yeah, and he was stated to be not one, but two steps behind Cell. Being one step behind is bad enough imo.

And Vegeta said that Kakarot is one or two steps behind Cell.
