Inclined to say assistant Black wins as he could at least withstand a punch from post-Karin Goku while Akkuman (>> 21st Roshi) got knocked out cold in a hit.

Except he's not. While he was definitely somewhat delusional when the RRA was falling, he still tried fighting Goku despite knowing that he took out Blue and assumed that he took out Tao Pai Pai. The fact that he wasn't killed by several of Goku's attacks speaks volumes.

So Black > Tao Pai Pai? He was just trying to bluff his way out of the fight and even tried to talk Goku into joining him. He seems to have some martial arts training by his moves, but I don't think that puts him past the likes of General White.

Goku also wasn't trying to kill Black and wanted him to surrender, that's why he wasn't killed instantly.

Go reread the fight again. Goku hit him with a ton of force and was even dodging his attacks. And obviously Black isn't above Tao. I already said that he was clearly somewhat delusional and even said that Goku was stronger than he expected. So maybe he was conflicted in thinking that Goku had or hadn't defeated Tao Pai Pai, but he still knew that he trounced Blue and all of the RRA's officers. But yeah, a guy weaker than General White would be capable of taking an extremely hard blow from post Karin Goku. Have you lost your mind? Compare how Goku hit Black to how pre Karin Goku beat White and maybe I'll give you a chance to admit that you aren't as delusional as Black.

Yeah, that's definitely no light blow. Better than the light tap that had White crying and the tail bitch slap that knocked Silver too. As you said he's clearly delusional so I think we should stick to his feats rather than statements here. This kinda looks like Goku vs Blue, except this is a Goku several times stronger. Could Black be several times above Blue?

I highly doubt it. Blue was used as the measuring stick against Tao Pai Pai for a reason. I think he is among the best in the RRA, and Black is a bit ahead of that. You were correct in saying that Goku wasn't using his full power against Black, but he's exerting a pretty good level of force. It doesn't need to be dramatically more than what he used against Blue.
