How do you measure his improvement? It was a massive one if we follow all the suppressed and layers of powers implied.
Goku surprised everyone defeating Chappa and Kuririn thought he would gass out going all out, so:
Goku (vs Chappa) >> Goku (post Karin)
Then in the midst of the fight vs Kuririn, Goku told he'd increase the pacing and started to dominate Kuririn, whereas the fight was even before, so
Goku (more serious @kuririn) >> Goku (vs Chappa) >> Goku (post Karin)
Then Goku revealed his full match level which made Ten intrigued and made Roshi admit being outclassed
Goku (full match level) >> Goku (more serious @kuririn) >> Goku (vs chappa) >> Goku (post Karin)
Then Goku said he was holding back and had the battle level, which was described as a "whole new level", so the difference between this and the match level, for it to be made a big deal out of, ought to be big

Those are all the spacings implied. If I were to represent in numbers, out of the scouters scaling, it'd be like:
Goku (post Karin) : 100
Goku (vs chappa) : 130
Goku (more serious vs kuririn) : 150
Goku (full match level) : 200
Goku (battle level, FP) : 260
So about a 2.6x improvement. Just rough numbers tho.
Roshi would be like a 180, Kuririn would be around 130. Yamcha would be 125. Chappa would be 110 or so. Maybe Chappa could be 105 because the level of impressing Yamcha got from Ten is way more acknowledgement than what Chappa got, plus Goku labeled Kuririn, Yamcha as the real strong guys he'd reserve energy to fight and was impressed by Yamcha vs Ten, so I figure Chappa is still considerably below Kuririn amd Yamcha. Both could probably deal with Chappa the same way Goku did, the difference being they would need full effort for that while Goku could afford doing that while holding back a lot.
