Only down one, but I don't know. I would've at least tried to use an attack instead of just letting myself faint if I had the chance.

Maybe he chose Dragon Tail because it was a physical move and you had beefed up Sp.D? I dunno. It kind of seems like he figured he'd lose and played badly or was just dumb.
