Then again, the story is trying to tell us that even Vegeta who powered up so much is nothing compare to Freeza. Whether Assault Freeza was full powered or not is still debatable though.

That's why I say I wouldn't 100% assure Vegeta surpassed Freezer's assault form. Furthermore, it's also a bit risky to assume Vegeta surpassed what Freezer had shown in his previous form, because when Goku made that affirmation he was surprised by how fast Vegeta's ki was decreasing. In other words, had Vegeta had a power of 1,5 and Assault Freezer of 1,51, Goku would've still made that comment because at that point:
1. He couldn't even properly measure Freezer's power (too much difference between them, I assume).
2. He just noticed how fast Vegeta's power was decreasing, and that's why he deduced Freezer had such big power. In other words, with Assault Form a bit above Vegeta he would still have said that because what impressed him was the speed Freezer crushed Vegeta.
