The End Of The Manga clearly showed that Base Goku was exactly as powerful as his Super Saiyan 3 form during the Boo Saga. Uub was the reincarnation of Kid Buu and thus, he is equally as powerful as Kid Buu was; hence why he still had the upper-hand against Goku.
Yes you can argue that Uub only showed potential and wasn't as powerful. But if that's your theory, then please leave the thread. That is not the purpose of this theory. To each his own.
During the events of Fukkatsu no F, 4th Form Frieza was clearly getting owned by Goku Base. Further-more, nothing contradicts Base Goku being slightly weaker then his Buu Arc Counter-part. Meaning? Meaning that 4th Form Frieza is weaker than Goku Ssj3 (Buu Saga) and Goku Base (FnF) has realized that training in his Base Form will yield more increases. Exactly as Toriyama's interview says.
The only contradictory things is Base Goku (BoG) fighting Beerus. Well Super has over-written Battle of Gods and makes it clearly that Base Goku, or even Ssj Goku didn't do jack shit to Beerus in the anime. Only when Goku got angry did Beerus state 'that's the power of Saiyan God. Another interesting fact is that Whiss moves so quickly that Goku & Vegeta do not have time to even notice or acknowledge that he wrote his insignia on them. This mimics the gap between Goku Ssj3 & Beerus.
Not only does this theory decrease Frieza's gains to a reliable degree but it also ties Dragonball Super in with EOZ.
