Base Goku (Movie 5) > Frieza according to Cooler. Yet he still lost, even with a Kaioken Kamehameha (probably x20, given Toei's tendency to copy canon in movies). Cooler wins.

I don't buy that Cooler's statement and it seems to refer Goku's mentality than his power IMO.

Comsidering the context of the statements, it sure doesn't look that way:

*After Cooler strikes Goku when he's protecting Gohan and subsequently fires one more blast at the waterfall*

Cooler: "To be able to strike back at me at his position...he just might have defeated Freeza"

*After Goku and Cooler fight underwater and before Cooler Transforms*

Cooler: "Hmph, you do as well as I expected. Enough to have defeated my brother. However the real hell begins now! Once you witness this Hell, I will show you no mercy, no matter how you scream! Not until I've torn you to bits."

As for the statement in itself, given that Saiyans are able to fight off their opponents in base form in all oavs, gt, and sometimes even in Super, it shouldn't come off as a surprise.

Cooler pretty much says the same thing to Goku again after he turns Super Saiyan, and Base Goku also struggles against Cooler's henchman initially. So I'm not sure I can buy into Goku >= Freeza.

Freeza clears all rounds with ease.

The first round is the only one where Frieza doesn't one-shot. I'd like the movies to make some sense, so maybe Cooler thought Frieza didn't have time to get out of his restricted forms? If that's true base Goku would definitely beat him without being stronger than 100% Frieza.
