About Dai Kaioshin sealing Moro...

So, Dai Kaioshin has given up most of his power in order to seal away Moro. Despite missing this power, both the Galactic Patrol and Dai Kaioshin himself think he can seal him away again, with the latter pointing out he can't do it because Kid Boo had most of his remaining God power...which was lost when he was obliterated.

Does that mean this power loss was temporary? Or was this just wishful thinking on their part because they desperately wanted to stop Moro? While the former answer is certainly headcanon (it hasn't been explicitely confirmed), it would at least explain how someone who can beat the tar out of Moro (weakened or not, he was dominating SSJG Vegeta) couldn't do the same with Kid Boo.

Most likely explanation is Dai Kaioshin only expected it to be a temporary loss and that Boo's body would naturally awaken his God Ki until he concluded why that couldn't be done.

As for the Pure Boo question, I guess either his self in his own body without God Ki was just that much weaker. It's possible he could've been far stronger than Pure Boo, however, and him not destroying Boo immediately was for the same reason South Kaioshin didn't despite being suggested to be far stronger; not getting there in time to save the other two Kaioshin and losing the opportunity when Boo powered up by absorbing SK.
It's also most likely Pure Boo didn't have access to the actual power that the God Ki provided and only the potential to access it, similar to how Boo couldn't just access his own latent power until now.
