Goku never expected Gohan to win with SSJ. All SSJ Gohan did was dodge a few hits from Cell, that could be done
with a Vegeta/Zarbon gap as well. Also, Gohan was probably helped by his small frame, like Kid Goku when he
speedblitzed Roshi or Tenshinhan.

Good list. I can't find a single thing a heavily disagree with. Few nitpicking:

I think a 91% gap between Piccolo and 17 might be a little big, considering I don't think Piccolo lost that much energy when he went toe to toe with 17. 91% is nearly a domination gap imo.

I also think a 91% gap between Vegeta and Trunks (post 1st Rosat) might be a little too much. Vegeta said Trunks is pretty close to him. I have it more like a 94~96% gap.

I think this is too much of a gap. Although Cell said Vegeta and Trunks were barely fighting evenly, Trunks looks pretty good after the fight and it didn't seem the Cell Juniors were dominating him either. Considering 16k+ Goku could barely dodge a suppressed blast from 18k Vegeta, I'd say a 87/100 gap is a noticeable one, something I don't see between Trunks and the Juniors.

I also think you could decrease the difference between Piccolo and the Cell Juniors. Look at a comparison between Piccolo (post Cell Junior fight) and handsome Zarbon (post Vegeta fight):

They look more or less the same, both bleeding in the mouth and with darker bruises than Vegeta and Trunks. Based on this, I'd like to see the Cell Juniors dominating Piccolo as ease as Zarbon did to Vegeta. Had the gap been 75% and Piccolo would look much worse imo.

This is one of the best lists I've seen. The only thing I can disagree on is Kaioshin > Piccolo, but that is a debate in itself.
