It seems not, actually, given Chapter 957 confirms he became a Yonko only 4 years before the East Blue Arc (6 years after losing his arm), though he was already a very famous pirate on the Grand Line before losing his arm.

Weird... Luffy left Makino's island 10 years after meeting Shanks and set sail to his Journey. Didn't he move to a different island when he met Ace and Sabo? Could swear he didn't leave that island, I remember there was that Bamban (or something close) woman who helped raising him, Ace and Sabo.
