Toriyama's already said his involvement beyond the script's premise and some character designs is fairly minimal, stating that he barely has to do any work now, so it's obvious he doesn't care much.

Have you gotten up to the Vegeta VS Black fight and the chain of SS2 Vegeta >> SS3 Goku? I mean, there are ways to explain it, but none seem entirely consistent, nor are any delivered in-series.

It seems the explanation of it is in the anime where Vegeta trained in the ROSAT and later nearly destroyed Black. It's too early to tell maybe we'll get some explanation on the next chapter.

I have my doubts on that, since in the manga the fight seems to be following the anime now, plus Goku said that he and Vegeta were almost maxed out at their natural limits by the time of the U6 Arc. The manga could contradict that like the anime, but I had more faith in Toyotaro's consistency up until now. My guess is that Vegeta trained to decrease the difference between his lower forms and God forms, but until we actually get confirmation, it's still too much of an assumption, something the manga shouldn't be leading people down without proper hints.

But the problem is that SSJB was already implied to be "only" ~ 10x SSJ. If Vegeta just lowered the difference between the lower forms, then the SSJB multiplier would be barely a boost.

Not significantly, seeing as Whis states Hit's stop technique only works when the enemy is lower than him or at his level. Considering it worked on <10% Vegeta, then we know Hit was >= him. Even so, Goku SSJ was keeping up just fine with Hit, losing only due to his stamina getting lower and lower.
