All ToP Anime fighters are at the Universe Level at least, except for Botamo.

I can tell you that at least in the Anime, all ToP fighters (except for Botamo) are superior to all DB / DBZ / DBGT (except for Gogeta SSJ4, Goku (EoGT) and Genkidama Universal).

Virtually irrelevant characters such as Dr. Rota or Caway, in some other way or another, are not completely insignificant compared to Goku Base (ToP), therefore they scale.

Recall that Goku SSJG (Initial) >>>>>>> Beerus (False "10%") >>>>> Vegeta SSJ2 (Enraged)> Beerus (Initial) >> Vegetto SSJ3 (BoG)> Ultimatte Gokhan (BoG) >>>>> Ultimatte Gokhan (Boo) >>> Vegetto SSJ3 (Boo).

Then Goku SSJG getting used to the form had 4 power increases and at the moment when Goku SSJG was turning on for the last time, he launched a Kamehameha that collided with a blow from Beerus (Suppressed) and such impact was strong enough to make it disappear Universe 7. They could say that the sum of both powers can destroy Universe 7, however it must be considered that much of the impact hits them and the Universe only receives the energy waves that bounced.

Later Goku SSJ absorbed all the power of the SSJG, then he had a power increase as SSJ. Finally, the clash between the Kamehameha of a Goku SSJ (Post God) and a Beerus (Suppressed), turned into a single ball of energy and Goku Base (Post God) managed to destroy it.

We can say that Goku SSJG (Peak) is a Universal Destroyer and Goku Base (Post God) is much more powerful still.

Then a Goku much more than 10x stronger and probably with a decrease in the SSJ multiplier (considering that in the ToP, the SSJ multiplier on the Base did not seem to be higher than 2.5x), it could be said that Goku Base (ToP / Anime) is many tens or maybe hundreds of times stronger than Goku Base (Post God).

Characters like Gogeta SSJ4 and Goku (EoGT) I have more or less at the level of the SSJB (ToP). Indeed Gogeta SSJ4 did not fight seriously at any point in his fight. According to the GT Perfect Archives, Gogeta SSJ4 has Unlimited and unquenchable power, which means that Gogeta SSJ4 outperforms hypothetical like a hypothetical Potara fusion between Goku (EoGT) and Pan SSJ4. He also beats hypothetical Trunkten SSJ4 and Gotenks SSJ4.

Goku (EoGT) is probably a God, Goku by absorbing the Dragon Balls, surely he reached the power of Omega Yi Xing Long? He then trained for 100 years, managing to stay young. I think Goku (EoGT) having such great power, his power would not increase much even if he fused with Potara with an SSJ4. Gogeta SSJ4 is still stronger than Goku (EoGT).

Characters like Infinite Zamasu and God Toppo are in the category of Universe +, therefore any character that climbs to them, surpasses Gogeta SSJ4 and even a hypothetical Vegetto SSJ4.

The humans are said by word of god to be weaker than the SSJ Kids, so they're star level at best. I'd say there's a lot of people who are nowhere near that strong.

I think EoGT Goku is the strongest character in all of Dragon Ball. That's like, Goku at his peak. The last time we ever see him in any series.

Shin mentioned the potential of the Children, not power in general.

I think everyone in the ToP had an axed.

1/4 of Tenshinhan survived an attack from Harmira, the same character that could hurt Piccolo's arm.

Goku Base (U6 Tournament) seemed to be many times more powerful, but Botamo's durability is extraordinary. I think it takes a Universe + level character to damage it.

Even for those who do not believe it, Whis was aware of how powerful Vegeta SSJ2 (Enraged) was. Later in Chapter 16 of the Anime, while Whis had lunch on Earth, Vegeta trained hard and when they met again, Whis congratulated Vegeta on his increase in power.

Then Vegeta leaves with Whis to train for a few months.

When Goku arrives on Beerus' Planet, Goku is shocked to see how powerful Vegeta has become.

Which was why he could independently turn into SSJG in the ToP arc. I know what BoG said but to be blunt the writers pushed the series to be more inline with what Toriyama was doing in the manga.

Even in episode "71" of Dragon Ball Super when Base Goku transforms into Super Saiyan Blue Piccolo remarks he can no longer sense Goku's energy and that implies Goku didn't have God Ki in base. The statement in BoG was clearly retconned.

When Goku lost the state of SSJG and returned to the state of SSJ, his Ki was felt again and he managed to maintain the power level of the SSJG.

God Ki means your Ki cannot be sensed, the entire crux of the argument comes from Goku adsorbing God Ki into base during his fight with Beerus. If his Ki can be felt while in base that means Goku doesn't have that power any longer. The fact that the series later goes on to say that no Goku doesn't have God Ki in his base, but only his god forms is explicit confirmation that he didn't adsorb it.

As well as him being able to independently transform into SSJG. Which would be pointless if he had that power in his base form.

The power of SSJG is what Goku absorbed, not the type of ki. He wasn't able to use the form again until he relearned it later on, which is what gave him the boost in power in the form again.

Yeah, I checked it out. But that is literally contradicted by the ToP and Goku being able to use Super Saiyan God.

Yeah I am inclined to say that Goku absorbing the power of SSG in his base and lower forms was a one time thing. That said, Base Goku,/Vegeta have to be pretty high up Z tier for

1. Vegeta to one shot kill Tacoma, who withstood a hit under the belt from SS Gotenks prior to Ginyu powering up his body even more

2. Goku having the upper hand against Final Form Freeza, who in his first form dwarfed a SS Gohan who was stronger than Tagoma-Ginyu and SS Gotenks

And

3. Base Vegeta effortlessly tanking SS3 Gotenks

In the Monaka costume? I think Beerus was just bored and wanted a fight. In BoG Beerus was specifically looking for a SSG or someone who rivaled that power.

Except that wasn't the context at all. Beerus even said that he was going to beat Goku as quickly as possible to end his humiliation of wearing the costume.
