:galu Alright so I have Piccolo taking this battle with high difficulty.
The Namekian could pull the win off with a Light Grenade.

I agree, it's a very difficult battle. According to my calculations and what I estimated Piccolo's HTC gains to be, he makes it just past 16, maybe by about 3-5%.

I'd say Kamiccolo stomps when considering he was still standing against the Cell Junior he was fighting, compared to Goku being down on the floor. It's highly doubtful Galu had weakened to the point he was below #16 tier, considering his fatigued self was still treat with some relevance by the cast.

Does anything really implies Piccolo surpassed 16? Don’t bring up the Cell Jr fight unless you’re willing to open that can of worms. I have him surpassing #16 by a good margin, but I don’t see any problem on him being as strong as his blast that Cell tanked or so.

Well, that can of worms is worth opening somewhat when we have a clear comparison of how Goku fared against them. Either you have this fatigued MSSJ Goku below #16 or have Piccolo far above #16. Yes, the Cell Juniors weren't going all out if the three humans survived, but it's doubtful the effort them were using in beating down their opponents differed vastly between them. Vegeta also implied a fatigued Cell was still above him and Goku wasn't another tier behind.

As far as Boo Arc Piccolo, who isn't implied to have changed much since the Cell Game, you have Piccolo being interested in participating in the Tenkaichi Budokai long before the no Super Saiyan rule was established. You could argue it was due to Goku's return or just wanting to see how far he could get, but neither seems a strong point when he watched the 28th TB without participating at a point when he was undoubtedly outmatched by the Saiyans. This would seem to suggest he can put up some sort of fight against Super Saiyans to his knowledge, at least the likes of what he knew of Vegeta's power from the Cell Game.

So Piccolo (Boo) beat Vegeta SSJ (CG)? Or do you still have Vegeta SSJ (CG) and Future Trunks SSJ (CG) a little stronger than Piccolo (Boo)?

And do you think it's good to have Piccolo (CG) at almost the same level as Perfect Cell (Vs Vegeta ASSJ)?

My point was that Piccolo would be on par with them. Even if not directly equal to them, he ought to still be at a level where his techniques and intelligence would allow him to put up a fight.

That feat did not stop people in the past to think he is weaker than the Base Saiyans based on the Boo Arc events

Piccolo one shots. I see no reason why he didn't get at least as strong as Vegeta was after his 1st ROSAT trip.

We never saw 16 fight after Bulma’s operation. It’s feasible that he could be around 50% SSJ Goku as well.
