Android 16 vs Semi Perfect Cell (no humans absorbed)

Android 17 have managed defeating Piccolo during their encounter, Cell sensed that and although, he didn't became strong enough with his victims, he arrived on battlefield and decide opting on using Taiyoken while 17's blinded, Cell absorb him and when he wants of doing same thing w/18. 16 impedes him giving him one punch. How would this fight go?

I had the impression that Cell had a cap in his lower forms and even in his newly born Perfect-Cell form. Of-course he could get more powerful after that with Zenkais.
