I have Ginger Cell at the same tier as SSJ Goku/Vegeta.

Vegeta pretty much says that Cell "easily" surpasses him.

Piccolo simply.merged with Kami, and Cell acquired his power through absorbing humans. It was literally easy for them to surpass Vegeta who had to go through rigorous training.

It makes more sense to me that "easily" in Vegeta's statement would mean "by far" as opposed to "without difficulty". Would you include the Androids in Vegeta's statement too? I'm not sure what they would do without difficulty that would make them stronger than Vegeta.

Vegeta also says Cell has an "absurdly large power". In the manga this term wasn't usually used for someone that he considers to be on-par with him or so, only when he was out-classed badly.

Cell is surely above Vegeta, but I don't think it has to be by a large gap. Bigger than Majin Vegeta over Cell Games Gohan, but probably smaller than 24k Vegeta over Kui.

Considering that he called Cell's ki an "absurdly large ki" in the exact same chapter, i think he is including Cell in the statement

I don't see why Cell wouldn't be included. The statement comes right after Piccolo explaining what Cell is to everyone.

That seems like semantics to me. Cell "easily surpasses" the Super Saiyan, which includes Vegeta.
