Perhaps Androids kill Z fighters when they defeat them, since, without Goku to search for and kill, they have no
purpose for the time being. If they let Z fighters go, no ROSAT training, so Cell eventually absorbs Androids.

Goku would be revived by Popo gathering the Dragon Balls whilst Kami makes his decision, with them being used to take Piccolo in New Namek to use their DBs to revive Goku and then head back to Earth. Assuming he still has the heart virus, he takes longer than in canon to recover.
After that, it depends whether or not Kamicollo makes the logical choice of telling everyone about the Rosat or not. If not, Cell kills everyone and becomes perfect.
If so, Goku recovers around the time Vegeta and Trunks leave the Rosat. Due to the Artificial Human trio having no real objective with the belief of Goku being dead, Cell can't find them and is baited out into believing they're fighting by Vegeta or Trunks raising their Ki. Cell arrives where they are and is killed. 7 years later, Goku's gains aren't great enough to have Vegeta resort to being possessed. No Majin Vegeta, Dabura and Babidi are killed and Boo isn't revived. Super goes on with minimal changes.

Assuming the cast don't make the smart choice of how to revive Goku, then in the Rosat scenario, then Piccolo goes in with Gohan. He'd probably still train Gohan to utilise his rage, so Gohan still goes Super Saiyan. However, he doesn't master it and doesn't become as strong as in canon, let's say he ends up more or less on MSSJ Goku's level.
Cell Games starts with Vegeta VS Cell and Cell killing him. In this scenario, Trunks is then killed and then Piccolo. This causes Gohan to snap and go SS2. With the losses that have occurred, Gohan doesn't mess around and kills Cell. Without Dende, however, the losses are permanent and this causes Gohan to take his training more seriously, thus having him not slack off in the Boo Arc when he's Earth's last real defender. That said, he manages to kill Dabura when the time comes, so Boo isn't revived. With the only remaining Saiyans being Gohan and Trunks and thus, Super Saiyan God being an impossibility, Beerus doesn't wake up just like in Future Trunks' timeline. Freeza is never revived, Zamasu is never convinced into enacting his plan due to Goku...essentially, Super's plot in general doesn't happen.

1. Goku has already been revived with Earth dragon balls (Saiyans Saga) and those dragon balls cannot revive someone twice.

2. Nobody thinks of ROSAT without Goku having brought it up.

3. Gohan can't become SSJ2 without having mastered SSJ1.

And I said in this scenario, they'd use the Earth DBs to go to New Namek and revive Goku there. Some reading comprehension would be appreciated.

2. Nobody thinks of ROSAT without Goku having brought it up.
Despite it making far more sense for someone with memories of one who's lived right next to it for centuries and clearly knew about it to bring it up than someone who was put in it once years ago. Then again, I'm assuming the characters actually act logically rather than how the plot demands.
Also, I added a no Rosat scenario anyway, so I don't see what gripe you have with it.

3. Gohan can't become SSJ2 without having mastered SSJ1.
Never stated or implied.
