I have been fiddling with those numbers for a while now. I have two sets: My current one and a more bloated one.

Android 19: 180

Android 20: 200

Android 19: 375

I think they should be > Freeza right off the bat since the Dragon Books (And maybe the EML) say that, though how much stronger isn't really clear. Post it's even worse: Not only we don't know how they compare to each other, but the statements about their powers are also vague. Goku wanted to take on them 2v1 and Piccolo was confident on taking one of them, but they clearly didn't expect the fight to be that easy.

In Kai, Gero states that #19 doubled his power after draining Goku. As nothing contradicts it, I don't see any problem going with that.
