Android 8 Vs Buff Roshi (21st Tenkaichi Budokai)

21st TB Goku was ewual to regular Roshi but Buff Roshi is clearly stronger. Can he beat Android 8?

This version of Roshi is Small City level based on him destroying Mount Frypan, so he oneshots anyone prior to Piccolo Daimao if he can hit them. The question is if he can though, seeing as his limited use of the form prior to Super suggests he can't use it for more than a stationary attack.

Wasn't Mount Frypan tiny? Is that feat much different than Goku kicking away a bomb capable of destroying a mountain in the RRA arc?

Goku kicked the missile before it detonated and was in complete awe at the power of the explosion, so him kicking it away means little. Someone capable of being fatally wounded by a grenade like Tao Pai Pai was capable of still damaging Goku, yet Goku could kick the grenade away before it explosion.

Prime Roshi is suggested to be above 22nd Budokai Goku and his Buff form is simply a product of his body being incapable of handling so much power, so a well aimed Kamehameha ought to vaporize Ha-chan.

But Roshi was fighting evenly with 21st TB Goku. 22nd TB Roshi is much stronger than 3 years before and he is weaker than 22nd TB Goku and Tenshinhan.

At the end of Baba Saga, Roshi says that Goku will surpass him if he gets even stronger than his Baba Saga self. Since it makes no sense for him to be referring to his non buffed state, which was equal to pre water Goku, I infer that he was talking about his true power, albeit with speed issues (buffed state).
