Was Goku stronger against Android 8 or just against Blue? Krillin stating Goku got stronger when he fought Blue which was a while after the Muscle Tower. Also, Roshi said that the previous Goku wouldn't be able to beat Mummy Man. Sure, he hasn't see Goku since the 21st TB, but his statement seems to imply to out of universe logic, like Toriyama wanting to say that Goku before Karin's training is weaker than Mummy Man.
