Considering Kuririn and Tenshinhan can help Gero to surpass Vegeta, shouldn't Yamcha be more than 5? I don't see him being that much outclassed by the others.
And wtf at Weighted Kamiccolo < Freeza?

I honestly don't know where to place Yamcha, so I just put in 5 for the hell of it.

Post #19 Vegeta was weaker than 20 pre, he stated it himself and Piccolo confirmed.

Not sure if a 420 rivals a 480... #18 is also to close to Gingertown Cell.

Isn't Gingertown Cell too far away from Vegeta? He considered him a threat and also thought he couldn't take the Future Androids who are ~ SSJ Vegeta.

1) It's implied he lost the majority of his energy due to 19, though:

Chapter: 345 (DBZ 151), P6.1-2
Context: after Vegeta scares No.20 away with a bluff
Piccolo: “He really had lost a lot of stamina…when he confirmed that the androids sucked out energy with the palms of their hands…He ought to have lost if he had fought that No.20 guy…But he talked as if he still had something up his sleeve…Vegeta really is a fighting genius…He might have sur-surpassed…Goku…”

I agree the BBA drained him, but the bigger piece was because of 19.

2) Fair enough, forgot how 1.2x isn't that massive in a 2x1 fight, and the twins have infinite stamina. But Cell still thinks Vegeta can at the very least hold him enough until Kamiccolo arrives.

19 losing a shit ton of energy is more plausible, considering Gero implied he was going to run dry if Goku kept spanking him:
