Cell thinks nothing can stop him as long as Piccolo's the only one who could put up a bit of a good fight against the Androids. When he later senses Piccolo's full-power, he quickly noted that Piccolo would only fight the Androids with that amount of power. With the way it's worded, as powerful as Piccolo is, he isn't someone that's definitely beyond the Androids. At least in Cell's mind. He almost seems to consider them to be in the same range of power.

Since he has no idea the Present Androids are stronger, the only reference he'd have is his data on the Androids from his time. I definitely wouldn't put Imperfect Cell above Future #17.

I'd say future #17 = Imperfect Cell works. Imperfect Cell is on par with the strongest android, so he's definitely not winning against them in a fight, specially since they have infinite stamina and will be working together if one sees the other is with problems. I'd say Imperfect Cell > future #17 MIGHT work if you have the difference small enough that Cell would be completely overwhelmed if they went at him together. I generally have I. Cell (Ginger Town) = future #17 though, which I think works better with Cell only stating he surpassed them after abosrbing all those energies.
