(Anime-wise) does this mean vegeta didn't surpass goku in the androids saga?

How do you interpret this statement?

I think that just refers to the end result of the Cell saga as a whole, where post-Rosat he was completely outclassed. The Saiyan and Freeza sagas also only had one flashback each.

It says in the third image he surpassed Kakarot. The last image is talking about the end of it all when Goku is #1 again.

Good screen captures. I remember back a trillion years ago I always thought that Vegeta surpassed Goku for a short while, but perhaps the heart virus had Goku somewhat weaker than his Vs. Frieza form.
